The proposed project area consists of
approximately 40 acres of vacant agricultural land. The analysis is that if the City does not
provide adequate fire protection, this fact may impair the development of land within the project
area and may lead to blight. In addition, the construction of the fire station within the project
area may stimulate additional development within thc project area. The land within the project
area is not being utilized at its highest and best use and the construction of the fire station may
facilitate additional development by private enterprise.

In order for a "redevelopment project" to be undertaken, it, is necessary for the City Council to
hold a public hearing, adopt a redevelopment plan and make the followingfmfl/ngz that:

the land in the project area would not be made available for redevelopment without the
fiv_ancial aid to be sought;

the redevelopment plan for the redevelopment area in the locality will afford maxSmum
opportunity, consistent with the needs of the locality as a whole, for the redevelopment of
the areas by private enterprise; and

the redevelopment plan conforms to a general plan for the development of the locality as
a whole.

~A redevelo~mncnt plan is ~ follows:

¢~ns a.plan approved by the governing bodgof .t-he City, which plan Crovides an outlkm
for the development or redevelopment of the area and is sufficiently completed(I) to indicate.its ..
relationship to definite local objectives as to appropriate land uses; and (2) to indicate genera_
land uses and general standards of development or redevelopment.

1094262.1

~r'~'.l ~C-',OT C6 0 9"IFI otC'~'O--O-77-7TO'YDI h,IMOI~FII,.[ <) QOtQT',dU
