]~i~IGGS ~ <br /> <br /> Diana l_,und <br /> October 8, 1999 <br /> Page 3 <br /> <br />improvements necessary for carrying out the objectives of the urban renewal project; (iv) <br />the disposition, for uses in accordance with the objectives of the urban renewal project, of <br />any property or part thereof acquired in the area of the project; provided that the <br />disposition shall be in the manner prescribed in sections 469.00I to 469.047 for the <br />disposition of property in a redevelopment project area; (v) relocation within or outside <br />the project area of structures that will be restored and maintained for architectural or <br />historic purposes; (vi) restoration of acquired properties of historic or architectural value; <br />and (vii) constraction of foundations and platforms necessary for the provision of air <br />rights skes. <br /> <br />Blight is not a necessary requirement for the establishment of a "redevelopment proie~."_ Th_e~ <br />p_?~v~ention of blight or bh'.zhting influences is sufficient. The proposed project area consists of <br />approximately 40 acres of vacant agricultural land. The analysis is that if the City does not <br />provide adequate fire protection, this fact may impair the development of land within the project <br />area and may lead to blight. In addition, the construction of the fire station within the project <br />area may stimulate additional development within thc project area. The land within the project <br />area is not being utilized at its highest and best use and the construction of the fire station may <br />facilitate additional development by private enterprise. <br /> <br />In order for a "redevelopment project" to be undertaken, it, is necessary for the City Council to <br />hold a public hearing, adopt a redevelopment plan and make the followingfmfl/ngz that: <br /> <br />the land in the project area would not be made available for redevelopment without the <br />fiv_ancial aid to be sought; <br /> <br />the redevelopment plan for the redevelopment area in the locality will afford maxSmum <br />opportunity, consistent with the needs of the locality as a whole, for the redevelopment of <br />the areas by private enterprise; and <br /> <br />the redevelopment plan conforms to a general plan for the development of the locality as <br />a whole. <br /> <br />~A redevelo~mncnt plan is ~ follows: <br /> <br /> ¢~ns a.plan approved by the governing bodgof .t-he City, which plan Crovides an outlkm <br />for the development or redevelopment of the area and is sufficiently completed(I) to indicate.its .. <br />relationship to definite local objectives as to appropriate land uses; and (2) to indicate genera_ <br />land uses and general standards of development or redevelopment. <br /> <br />1094262.1 <br /> <br />~r'~'.l ~C-',OT C6 0 9"IFI otC'~'O--O-77-7TO'YDI h,IMOI~FII,.[ <) QOtQT',dU <br /> <br /> <br />
