Mayor Gamec called the public hearing to order at 8:20. <br /> <br />Presentation <br /> <br />Finance Officer Lund stated that the City of Ramsey provides varying services that are billed <br />directly to residents through the municipal utility bill [via Connexus Energy] and through <br />invoices. During 1994, the City passed Ordinance #94-13 which allows for the certification of <br />payments for cun'ent services that are delinquent as of September 1 of each year. This is the fifth <br />year that the City of Ramsey Will be certifying delinquent payments as assessments to be <br />collected with property taxes payable in 2000. The total delinquent payments as of the writing of <br />this case was $13,623.87 [which includes penalties and interest]. This amount is anticipated to <br />change after collections tln-ough September 28, 1999 are posted. The new amount will be the <br />amount to be included in the resolution for certification. Any payments received after September <br />28, 1999, and through November 5, 1999, will be indicated as "prepaid" when the list is <br />transmitted to Anoka County for certification. <br /> <br />Citizen Input <br /> <br />None. <br /> <br />Motion to by Councilmember Hendriksen, seconded by Councilmember Connolly, to close the <br />public hearing. <br /> <br />The public hearing closed at 8:21 p.m. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Cormolly, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Council Business <br /> <br />Mayor Gamec questioned if liquor licenses are also pending. <br /> <br />City Attorney Goodrich replied yes, but noted the assessments don't have to paid in full. <br /> <br />Mayor Gamec inquired about the amount on the list. <br /> <br />Finance Officer Lund explained that the list is strictly for what is owed in 1999. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to adopt <br />Resolution #99-09-__ Adopting Assessments for Past-Due Charges on Municipal Utility Bills <br />[Which May Include Water, Sewer, Street Lighting, Recycling Charges and Penalties Incurred] <br />and Current Services Rendered. <br /> <br />City Council/September 28, 1999 <br /> Page 12 of 26 <br /> <br /> <br />
