Voting No: None.

Case #8:

Request for a Conditional Use Permit for Self Service Mini-Storage Units in
the Commercial District; Case of Zitco, Inc.

Case #9: Request for Site Plan Approval of Zitco Building; Case of Lowell Zitzloff

Community Development Director Sherman stated on August 19, 1999, the City received an
application from Zitco, Inc. for a conditional use permit to construct and operate self-service
mini-storage units at 6111 Highway #10. Northwest. Zitco is proposing to construct a multi-
tenant retail building on Highway #10 and a portion of the building is proposed to be designed
with self-service mini-storage units. They are also proposing to house some additional self-
service storage units in an accessory building on the site. City Code does not permit self~service
mini-storage in any district and a conditional use permit is required. The development plan,
including the mini-storage units, complies with the 35% lot coverage restriction. The building
exterior is proposed to consist of rock face block which is in accordance with architectural
standards established in City Code.

Councihnember Connolly stated that her son is an employee of Zitco, Inc. and will abstain from
discussion.

Councilmember Hendriksen stated that there might be some issues relevant to the site plan in
Case #9 and suggested handling both cases together.

Community Development Director Sherman stated that Lowell Zitzloff is seeking site plan
review to develop a 26,906 square foot multi-tenant retail building and self-service mini-storage
units at 6111 Highway #10.

City Engineer Jankowski explained that the site plan proposes a storm sewer beneath the railroad
tracks into the City's regional stormwater pond to service Business Park 95. This storm water is
consistent with Staff plans for servicing the drainage area south of the railroad tracks and north
of Highway #10. The capacity of the pipe, however, is not specified within the site plan. At the
present time, only the Zitzloff and Parabody properties have expressed interest in the installation
of storm water. The questions which need to be addressees are whether a pipe larger than that
needed to service the Zitzloff property should be installed beneath the railroad tracks, and how
the crossing should be financed. Staff recommended that the City negotiate an agreement which:

a) Zitzloff and Parabody agree to pay the cost of a storm sewer railroad crossing sufficient to
handle their respective runoff capacities;
b) storm sewer be extended within a proper width drainage easement dedicated to the City over
the Zitzloff and Parabody properties along the northerly border of both properties;

City Council/September 28, 1999
Page 16 of 26
