He thinks the issue should be <br />addressed in a public forum. <br /> <br />Mayor Gamec replied that the Comprehensive Plan is close to being completed and should be <br />submitted by the deadline in December. <br /> <br />John Enstrom, 872 171st Avenue? Ramsey, expressed concern over the new gas line that is being <br />installed. He stated that the City needs to require a variance for such a project like the <br />neighboring cities which would then allow for notification of all affected residents. Many of the <br />residents had no idea there was a pipeline going to be installed until the stakes were placed in <br />their yards. Only two residents sent grievances to Washington in regards to the matter, because <br />the rest of the residents were not given a chance to protest the pipeline. <br /> <br />City Attorney Goodrich replied that there were several meetings on the subject early in the year <br />and that the City did not ignore the issue. He explained that the gas company does not have the <br />right to go onto private property and should contact the City if that is taking place. The pipeline <br />is being placed on easements that have been obtained by the gas company and if there are no <br />easements then the residents should be taken action. <br /> <br />Mr. Enstrom stated that he is requesting that the process require a variance so that people will be <br />notified because he felt the City lacked in notifying homeowners. <br /> <br />City Attorney Goodrich noted that to his knowledge the pipeline is not trespassing on private <br />property. <br /> <br />Councilmember Zimmerman noted that the pipeline company has to get a federal permit which <br />limits City involvement in the project. <br /> <br />Mr. Enstrom stated that there is a time period that citizens can object or submit their opinion in <br />regard to the project, but after that time period the residents have no rights. If there is no <br />notification then how can people protest a project, but if a variance is done then it would require <br />public notification. <br /> <br />Councilmember Zimmerman replied that the project and the meetings were posted in the local <br />paper. <br /> <br />Mayor Gamec requested that Staff receive copy of Andover's ordinance and bring it back for <br />Council review. <br /> <br />APPROVE AGENDA <br /> <br />Councilmember Hendriksen stated that Case #13 should be placed after Council Input. <br /> <br />City Council/October 12, 1999 <br /> Page 3 of 25 <br /> <br /> <br />
