Leo Anderson, Chairperson of the Planning Commission, noted that prior to the Planning <br />Commission meeting it appeared that the grading had been completed and not sure if City <br />ordinance permits them to go ahead with grading prior to site plan approval. <br /> <br />Mayor Gamec replied that several businesses have graded the property before site plan approval <br />in the fall over concerns of a freeze. <br /> <br />Mr. Anderson replied that he was concerned over the perception that it presents. <br /> <br />City Engineer Jankowski reviewed the drainage plan. <br /> <br />Motion by Councihnember Connolly, seconded by Councilmember Zimmerman, to grant site <br />plata approval to the proposal for the expansion of Heritage Millwork contingent upon <br />compliance with the City Staff review letter dated September 28, 1999. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Zimmerman, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />Case #7: Request for Site Plan Approval; Case of Monarch Homes <br /> <br />Zoning Administrator Frolik stated that Brad Fritch of Monarch Homes has submitted a site plan <br />for the development of an 1,880 square foot office building on Lot 2, Block 4, Alpaca Estates. <br />The site is restricted to a lot coverage of 35% or 24,411 square feet; the 1,880 square foot <br />building equals a lot coverage of 2.7%. The location of the building meets all required setbacks. <br />The exterior walls are proposed to be a combination of maintenance free aluminum siding and <br />decorative brick or stone on the lower four feet of the front wall. The aluminum siding is a <br />deviation form the all natural or pre-fabricated stone that Code requires. However, this <br />development is adjacent to a single family residential district and Staff is supportive of aluminum <br />siding because it will blend well with the residential construction to the south. In accordance <br />with City Code, all maneuvering and parking areas are proposed to be paved with bituminous <br />and finished with B-612 concrete curbing. The number of off-street parking spaces complies <br />with City Code requirements. The 20 feet of green space required adjacent to all public roads is <br />provided along Riverdale Drive. When a non-residential use is adjacent to a residential use, <br />Code requires screening and a 40 foot wide landscaped area. The site plan provides the 40 fOot <br />'no activity' zone along the south property line. Screening is proposed to consist of a chain link <br />fence with privacy slats and tree plantings along the south property line. Staff has recommended <br />substituting a wooden privacy fence for the chain link with slats as it may be more compatible <br />with the residential neighborhood to the south. The waste storage and lighting plans comply <br />with City Code and the applicant is amending the Grading Plan per the recommendations of the <br />City Engineer, She explained that the Planning Commission reviewed the site plan on October 5, <br />1999, and made the following recommendations: That the decorative brick be applied to the <br />lower four feet of all walls with northern exposure rather that just the front wall, and that the <br />eight foot chain link fence with vinyl slats be substituted with a six foot privacy fence of either <br /> <br />City Council/October 12, 1999 <br /> Page 15 of 25 <br /> <br /> <br />
