Mayor Gamec replied no.

Councilmember Anderson questioned who told Waltek the improvements would be completed.

City Administrator Norman explained that the issue was discussed at a Public Works Comn'fittee
and was agreed that the City would move forward with the project.

Councilmember Anderson replied that now the project is being opposed by four out of five of the
property owners and the City is going to have to pay for the project out of the utility fund.

Councilmember Hendriksen replied that the businesses that are opting out of the project don't
think the improvements are beneficial to there property at this time, but it is also important to
keep businesses in the City and Waltek may have moved there business to another City if the
improvements were not agreed to be done.

Mayor Gamec stated that the other businesses will not get a free sewer line. They will be
charged when they decide to hook up.

Councihnember Anderson stated that if a business decides to opt out of the project then should
be required to pay interest when they connect.

Councilmember Hendriksen replied that that is a separate discussion item.

Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to authorize
the Improvement Project #99-63 Construction of Sewer and Watermain along Sunfish Lake
Boulevard as a non-assessable utility project funded by the utility fund contingent upon reaching
an agreement with Waltek for their portion of the project.

Motion can'ied. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, and
Connolly. Voting No: Councilmember Anderson.

Case #9:

Consider Reallocation of Community Development Block Grant (CDBG)
Funds

Zoning Administrator Frolik stated that CDBG funds are limited to being used for projects that
benefit the handicapped, senior citizens and low to moderate income persons; planing projects;
economic development; and historical preservation. Ramsey previously allocated $63,988.00 in
CDBG funds towards land acquisition for the senior apartment building. However, the funds had
to be pulled from that project when it became know that CDBG involvement would significantly
restrict income eligibility for residents of the facility. Consequently, the funds were reallocated
to preservation of the Old Town Hall in hopes that it could be renovated in time for the City's
25~' A3~niversary celebration. However, that project did not meet Federal guidelines because

City Council/October 12, 1999
