Review Letter: Lord of Life Church <br />Page 3 of 4 <br />November 2, 1999 <br /> <br />The landscaping plan proposes 13 new tree plantings surrounding the Alternative A-1 <br />portion of the building expansion. The proposed location, number, species, and size of <br />the tree plantings are acceptable. The plan also proposes to plant wild flowers in the <br />same area. <br /> <br />Waste Storage: The plan does not indicate the location of any exterior trash enclosures. <br />If there is to be outside trash receptacle storage, the site plan should be revised to indicate <br />its location. Outside trash enclosures must be screened from all sides. Generally, the <br />enclosures will be constructed of materials matching the building, or privacy fencing, and <br />will have a vertical wooden gate with a latch. <br /> <br />Off-Street Parking - Spaces Required: The site currently has 373 parking stalls. The <br />plan proposes to add 86 stalls for a total of 453 parking spaces. <br /> <br />City Code requires one parking stall for every three seats or each five feet of pew in <br />churches. There are currently 500 seats in the sanctuary, which requires 167 stalls. The <br />Multi-Purpose Room will be 17,000 square feet and the plan proposes to provide 1 stall <br />for every 100 square feet. This formula is acceptable to City staff. The overall addition <br />with Alternative A-1 is 42,482 square feet. At the highest formula for calculating parking <br />the code requires 1 space per 200 square feet. In this case that would require 212 <br />additional stalls. (167 + 212 = 379 required, 453 provided). <br /> <br />Off-Street Parking - Design: In accordance with City Code, all driveways, off-street <br />parking and maneuvering areas are proposed to be surfaced with bituminous paving. The <br />parking surface will be finished with B 6/12 concrete curbing, except areas on the west <br />and north side of the parking lot addition. In those areas the plan proposes to use <br />bituminous curbing in anticipation of future expansion Of the parking area. Also, if <br />Alternative A-1 is not constructed at this time, the plan proposes to use bituminous <br />curbing around that area in anticipation of furore construction. <br /> <br />The outline of the future parking lot expansion is acceptable. However, the proposed <br />future driveway, shown on the plan extending to the north between the new parking lot <br />and the western property line, would encroach on the required 40-foot landscaped area <br />(see Screening and Landscaping). The applicant may wish to reconsider the routing of <br />the driveway to avoid this conflict from arising in the future. <br /> <br />Drainage and Grading: The new parking lot is being drained through a catch basin to <br />the existing storm water retention pond located adjacent to C.S.A.H. #5. The roof drain <br />of the proposed addition is proposed to be collected and piped to a discharge which flows <br />overland to the DNA protected wetland. The discharges appear acceptable but will need <br />to be reviewed by the LRRWMO. <br /> <br /> <br />
