REQUEST FOR AN INTERIM USE PERMIT FOR <br />A TEMPORARY OFFICE STRUCTURE; CASE OF TRANSWEST, INC. <br />By: Planning Consultant Jon Scalzo <br /> <br />CASE # <br /> <br />Background: <br /> <br />On July 24, 1997, the City issued an interim use permit to Transwest, Inc. (Aka Communicor) <br />at 6100 Industry Avenue N.W. for the utilization of a 720 square foot modular office on the <br />property for a one year period. That permit expired on August 1', 1998 and the applicants <br />requested permission to use the temporary office structure for one more year to complete their <br />assessment of space needs for expansion or relocation. <br /> <br />Observations: <br /> <br />The applicants are requesting another interim use permit to utilize the modular office structure <br />until Transwest's Iease of the property terminates (October 31, 2003). City Code requires a new <br />public hearing and re-issuance of a permit upon expiration of the original permit. <br /> <br />The City has previously granted permits for temporary structures in the commercial and <br />industrial areas. Waste Management's permit for a temporary office structure was issued to be in <br />effect as long as it took for their final vertical expansion (3 years with 4 six month extensions <br />available). Listul's permit was granted for a one year period while they developed plans to <br />expand or relocate in Ramsey; they have received a one year extension. The School's permit was <br />issued for a 2 year period to allow time to construct the addition to Ramsey Elementary. <br />Rehbein's permit for a modular dwelling at the Links was to provide living quarters for the <br />project superintendent during construction of the golf course. <br /> <br />Recommendation: <br /> <br />Staff recommends to continue this application until time that the City is able to review and adopt <br />new text supporting the processing and applications of interim use permits. The text amendment <br />will require recommendation by the Planning Commission and action by the City Council. Staff <br />will be requesting a 60 day extension of the applicant's submission to allow for processing of the <br />text amendment. <br /> <br />The applicant will be allowed to continue their operations during this review process and will be <br />asked to reapply and be processed under the new adopted ordinance upon notification by the <br />city. <br /> <br />Planning Commission Action: <br /> <br />Motion to recommend a continuance of Transwest, Inc. request for an interim use permit for the <br />utilization ora temporary office structure; or <br /> <br /> <br />
