STATE OF MINNESOTA <br />ANOKA COUNTY <br /> CITY OF RAMSEY <br /> <br />The City of Ramsey Economic Development Authority conducted a regular meeting on January <br />12, 1999, at the Anoka-Hennepin Technical College, Room l15A, 1355 Highway #10 NW, <br />Anoka, MN 55303. <br /> <br />Members Present: <br /> <br />David Kent, Chairperson <br />Lydia Scheiber, Vice-Chair <br />Kenneth Wagner <br />Chris Riley <br />Glen Hardin <br />Natalie Haas Steffen <br />Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Susan Anderson <br />James E. Norman, City Administrator <br />Scan Walter, Community Development Assistant <br />Mike Mulrooney, Economic Development Consultant <br />Jeff Johnson, Anoka County Community Action Program <br />JoAnn Wright, Anoka County Community Action Program <br />James Gromberg, Connexus Energy <br /> <br />Some people were not aware of the change in location; they were at Ramsey City Hall. <br /> <br />CALL TO ORDER <br /> <br />Mr. Kent called the meeting to order at the Technical College at 7:30 a.m. <br /> <br />APPROVAL OF MINUTES <br /> <br />Motion by Mr. Wagner and seconded by Ms. Scheiber to approve the minutes dated December <br />15, 1998. <br /> <br />ECONOMIC DEVELOPMENT AUTHORITY BUSINESS <br /> <br />Case #1: <br /> <br />Negotiations for the Purchase of 149.11 acres just West of Ramsey Blvd. and <br />North of Highway #10. <br /> <br />Direction was provided by the EDA at the last meeting to continue discussions with the property <br />owner to see if a price could be negotiated. The original offer was $10,000 per acre or <br />$1,491,000, to which the property owners countered $3;000,000. Staff made a counter-offer of <br />$11,000 per acre, which amounts to $1,640,210. The property owners would not accept this <br />offer and were unwilling to move from their price of $3,000,000. The City came to the EDA <br />with the request that they recommend to the City Council to authorize the City Attorney and staff <br />to proceed with condemnations if negotiations fail in the acquisition of the property. <br /> <br />Economic Development Authority/January 12, 1999 <br /> Page 1 of 11 <br /> <br /> <br />
