TERMS OF OFFICE FOR EDA MEMBERS
By: Cindy Sherman, Community Development Director

EDA # ~

Background:
At the December 1998 EDA meeting members discussed the terms of office. Staff investigated
the regulations regarding the terms and found that it is specifically spelled out in the State
Statutes.

Observations:
The law requires that "those initially appointed shall be appointed for terms of one, two, three,
four, and five years" and two six year terms. The City Council can set the term of the two
Council representatives to be consistent with their terms of office or new appointments can be
made at the time a vacancy is created because of an election.

Recommendation:
Staff recommends the Economic Development Authority members "draw from a hat" the term
that each will serve. Unless members can. agree to who will serve which term we felt this was
the most equitable way to determine the length of each member's term. The City Council
representatives terms will be tied to the election process, as long as the person is in office they
will serve out their term.

Authority Action:
To determine the length of each members term and to recommend the City Council affirm the
terms as proposed.

Reviewed by:

City Administrator
Community Development Assistant

EDA: 2/9/99

g:\users\cindy\termsofoffice.doc
