To provide for the availability of a full range of services and
facilities for residents.

&7. To create and improve upon access to and linkages between
housing and employment.

g:.8. To increase densities along or near major transportation corridors
placing less demand on local roadways

8.9.. To maximize the efficiency of but not over utilize the regional and
local built and planned infrastructure system.

9:10..To achieve an overall gross3 density for all future residential
housing development within the urban services area of 3 or more
units per acre.

40:.ll..To protect existing and furore neighborhoods from external ]
stresses such as traffic, noise or water quality pollution.

4-1~.12. To preserve and enhance the physical environment by practicing I
energy efficient development and design.

4~.13. To achieve a balance of affordable, moderate and move-up cost
housing.

Permanent Rural
Urban services should not be extended to serve existing or future
residential development in the Permanent Rural Area unless
petitioned for by the residents or failure of private septic systems
pose a hazard to the health and welfare of the general public.
The historical trend of large lot development patterns has created
obstacles to extending municipal utilities to these areas. These
circumstances create financial burdens on either individual
households required to hook up, or the city, which would have to
cover extensive costs to construct pipe around or through rural
developments 0.e. dispersing the cost over fewer households
than if development occurred through higher density areas).

3 For this plan it is important to define gross and net density. Gross density means the number of units per

total acres (both developable and undevelopable lands). Net density means the number of units per 'usable'
acres (i.e. excluding wetlands and major road ILO.W. as identified on the comprehensive plan
transportation map).

Ramsey Comprehensive Plan Page V-11
