Case <br /> <br />DISCUSS DRAFT RESIDENTIAL ZONING DISTRICT LANGUAGE <br /> By: A~my Geisler, Associate Planner <br /> <br />Background: <br /> <br />The City Council discussed architectural standards for multifamily development at its <br />July 29, 2003 work session. Assistant Community Director Trudgeon informed the <br />Council that the Housing Committee would be taking up architectural standards with the <br />hope of making a recommendation to Council in the near future. The Housing Committee <br />began its discussion of architectural standards at the August 21, 2003 meeting. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Draft re-write of R-2 and R-3 Residential Zoning Districts <br />b) Ofland Park, Illinois Design Standards <br /> <br />Observations: <br /> <br />The attached draft is based on the discussion that took place at last month's meeting (see <br />attached minutes). It is staff's opinion that architectural standards for multi-family <br />developments should reside within the actual zoning district text, this will make it easier <br />for staff to evaluate new developments under the revised code. <br /> <br />Several examples of architectural standards from other cities' zoning codes were included <br />in last month's packet. It may be helpful to review the attached code along with code <br />from other cities, particularly Orland Park, Illinois and Overland Park, Kansas. Orland <br />Park's code is attached, see last month's packet for Overland Park's code. <br /> <br />Staff will show photographs of current multi-family projects from around the City at the <br />meeting, along with some of the photographs from last month's meeting. <br /> <br />Here are several possible discussion questions for our next meeting: <br /> <br />What type(s) of materials will developers need to submit under new, more intensive <br />architectural standards? Currently the site plan submittal only requires a color <br />elevation of one side of the building of each style of unit. <br />How might the intent statements at the beginning of each district be rewritten to <br />include this new emphasis on design quality? <br />Should there be a provision for certain projects to be exempt from the standards? <br />What type(s) of projects might qualify for an exemption? <br />Should architectural standards be located throughout the section or clustered at the <br />end? <br /> <br /> <br />
