PW CASE # 1 <br /> <br />CONSIDER MAKING BLUE VELVET LANE A CITY STREET <br /> By: Steve ~Jankowski, City Engineer <br /> <br />Background: <br /> <br />As an outgrowth of the discussion of the CR 116 median extension this past Spring, there was <br />discussion about taking over Blue Velvet Lane as a public street. <br /> <br />Blue Velvet Lane is currently a private roadway which straddles the common property line of <br />Blue Velvet Car Wash and the River's Bend Plaza. This roadway is 31 feet wide, has concrete <br />curb and gutter and is served with storm sewer. At the present time the pavement could use a <br />sealcoating, but is otherwise in good condition. <br /> <br />The option of dedicating a 60 foot (or even a 50 foot) right-of-way over the existing roadway <br />would be problematic for the following reasons: <br /> <br />(1) <br /> <br />The loss of area from the Blue Velvet Car Wash lot would make this property <br />substandard in a) the side yard set back, (b) the minimum lot size, and (c) the <br />percent building coverage. <br /> <br />'(2) <br /> <br />There is intensive landscaping adjacent to the north curbline which would likely <br />be adversely impacted from standard City snow plowing operations. <br /> <br />(3) <br /> <br />There is a steep slope rising from the north curbline which would make .snow <br />storage difficult. <br /> <br />The above deficiencies could be over come if the roadway were to be shifted southward, thus <br />taking all the right-of~way from tho River's Bend Plaza lot. This, however, would require a <br />major reconstruction of the roadway, which would have an estimated cost of approximately <br />$20,000. <br /> <br />Recommendation: <br /> <br />Staff would recommend that consideration of taking over Blue Velvet Drive as a public street on <br />the condition that the necessary right-of-way be dedicated to the City and that the cost of <br />upgrading the street to City standards be born by the benefited properties. <br /> <br />Action: <br /> <br />Motion to recommend to City Council that Staff be directed to enter into discussion with the <br />property owners of Blue Velvet Lane regarding a public improvement project to make Blue <br />Velvet Lane a City Street. <br /> <br />Reviewed by: <br />Director of Public Works/Fire Chief <br />Assistant Public Works Director/Principal City Engineer <br />Street Maintenance Supervisor <br /> <br />PW: 09/16/03 <br /> <br />P. 1 <br /> <br /> <br />
