Consensus of the Public Works Committee was to direct staffto notify the Committee of the next <br />County Public Works Committee meeting and have the item placed on their agenda. <br /> <br />Councilmember Elvig stated that he did go with Chief Way to the County to discuss the issue and <br />they have since placed some flashing signs out in front of the school and were going to conduct <br />some traffic counts. A census on the C.R. #5 has not been done for speed and traffic volume for <br />some time so the County was going to recommend to MnDOT that that occur. <br /> <br />Conncihnember Zimmerman also noted that the speed limit reduction signs were posted for <br />speci tic times rather than only when children are present. <br /> <br />Councilmember Elvig stated that they did discuss the possibility of having a flashing light on <br />when the reduced speed is in effect, but the problem was how to pay for it. <br /> <br />6) Update on the 145th Avenue and 146th Lane Sidewalk <br />City Engineer Jankowski explained that Staff had not been able to get the project moving <br />forward as of yet and if they were to start now and bring plans back on September 23rd, they <br />would not be able to begin construction until November. It was Staff's recommendation that the <br />project be delayed until spring starting the bidding process in February. <br /> <br />Consensus of the Public Works Committee was to delay the project until the spring. <br /> <br />Case #5: Report from Personnel Committee <br /> <br />The Personnel Committee met earlier in the evening to discuss the following cases: <br /> <br />1) Discussion Regarding Amending the Process for Appointing Board and Commission <br /> Members <br />The Personnel Committee recommended to the City Council that a Charter amendment be <br />prepared and forwarded to the Charter Commission. The amendment would remove language in <br />the Charter that requires every Board and Commission vacancy to be published. The Charter <br />Amendment would allow the Personnel Committee and City Council to rank candidates and <br />appoint a candidate without publishing the vacancy and interviewing the candidates. With this <br />process it would take about three weeks to fill a vacancy. It would also for example, if they did <br />not have a ranked candidate, allow staff to advertise the vacancy on Cable, Newspaper, Website <br />and the Ramsey Resident depending on the timing. If they would have to advertise for a vacancy, <br />that process would take about six weeks. Once the proposed amendment is presented for <br />consideration to the Charter Commission, it would go before the City Council, which would <br />involve a public hearing and would require a unanimous vote by the City Council for adoption. <br /> <br />Councilmember Cook explained that the problem they have is that the Ramsey Resident is sent <br />out every three months rather than every month as it had been done previously when the Charter <br />was written.
