CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey City Council conducted a regular meeting on Tuesday, September 9, 2003, at the Ramsey Fire Station Number I, 15050 Nowthen Boulevard NW, Ramsey, Minnesota. Members Present: Vice Mayor Gerald Zimmerman Councilmember Todd Cook Councilmember David Elvig Councilmember Patti Kurak Councilmember A1 Pearson Councilmember Sarah Strommen Member Absent: Mayor Thomas Gamec Also Present: City Administrator James E. Norman Assistant City Administrator Heidi Nelson Human Resources Manager Givonna Reed Director of Public Works/Fire Chief Dean Kapler Assistant Community Development Director Patrick Trudgeon City Engineer Steve Jankowski City Attorney William Goodrich CALL TO ORDER Vice Mayor Zimmerman called the regular meeting of the City Council to order at 7:10 p.m. and called upon Councilmelnber Cook to lead in the Pledge of Allegiance to the Flag. CITIZEN INPUT Eric Zaetsch, 6521 154th Lane NW, Ramsey, stated that he had noticed that the Town Center development agreement was not on the agenda. He did not know what was happening with the process but wanted to the tell the Council that even if the deal were to "flip" it did not mean that there was not going to be a Town Center, it may need to be a new developer. If that is what is happening, the Council's primary concern has to be to protect the citizens. City Administrator Norman explained that staff did go through negotiations last week with Ramsey Town Center, LLC and presented the most recent draft of the development agreement to the City Council. Mr. Norman also provided a copy of a financial report identifying expenses versus revenue for the Town Center development. He noted that the Mayor will be asking the Council to schedule a special meeting next Tuesday, September i6th to take action on the issue. City Council/September 9, 2003 Page 2 of 16
