I <br />I <br />I <br /> <br />CASE <br /> <br />1998 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Basically, CDBG funds are limited to being used for projects that benefit the <br />handicapped, senior citizens and iow to moderate income persons; planning projects; <br />economic development; and historical preservation. The City of Ramsey's allocation for <br />1998 and unallocated funds from 1996 and 1997 total approximately $75,783.00. The <br />County deducts a $1,000.00 administrative fee each year we do a project. The public <br />hearing was scheduled this evening for the purpose of receiving comments and requests <br />for use of the funds. <br /> <br />Observations: <br /> <br />CDBG funds are processed in 3 year cycles; 1998 is the 3rd year of a 3 year cycle. The <br />City must allocate all funds at this time. Enclosed for your information is an exhibit that <br />summarizes Ramsey's CDBG projects over the years. <br /> <br />The advertised deadline for applying for Ramsey's CDBG funds is the public hearing on <br />January 13. Applications received to date are included in your packet this evening. Any <br />applications received by 5:00 p.m. on January 13 will be assembled into a packet and <br />distributed to Council at the meeting on January 13. Council may then receive additional <br />requests at the hearing. Staff has scheduled the Council allocation of these funds at the <br />second Council meeting in January to give Council sufficient time to review the <br />applications received and call for any additional information deemed necessary to make <br />the decision.' Any additional public comments regarding use of CDBG funds should also <br />be accepted by Council on January 27. A summary of application requests received to <br />date is as follows: <br /> <br />1. Community Emergency Assistance Program $3,000.00 <br />2. R/se $3,000.00 <br />3. Family Life Center $5,000.00 <br />4. NSCAH (N. Suburban Consumer Advocacy) $1,000.00 <br />5. North Anoka Meals on Wheels $3,733.00 <br />6. Alexandra House $2,500.00 <br /> <br /> 7. Arc of Anoka and Ramsey Counties ' $1,500.00 <br /> <br />(It should be no~time~a'~ere isa~-~% cap on County Ci~I~ ~s to public <br />service agencies. So, granting up to 15% of the funds to public services agencies is <br />generally not a problem; more than 15% is also an option if the remainder of <br />communities in the County are staying below the 15% cap.) <br /> <br />q7 <br /> <br /> <br />
