To accomplish this purpose, this ordinance prohibits the sale of individually packaged cigarettes <br />and prohibits the sale of cigarettes from vending machines and prohibits self-service <br />merchandising of cigarettes. This Ordinance also provides for mandatory compliance checks at <br />cigarette retailing establishments, provides for cigarette license fees, and provides for penalties <br />for violations of its provisions either through administrative civil process or by criminal <br />prosecution. <br /> <br />SECTION 17.
