Councilmember moved for its adoption: introduced the following resolution and RESOLUTION #98-01-__ RESOLUTION IN SUPPORT OF LEGISLATION AMENDING STATE STATUTES RELATING TO CHARTERS AND CHARTER AMENDMENT PROCEDURES. WHEREAS, the City of Ramsey is a Home Rule Charter City; and WHEREAS, Charter adoption and Charter Amendment procedures are controlled by MN Statute Chapter 410; and WHEREAS, the city has experienced three recent Charter Amendment referendums based on citizen petition; and WHEREAS, the City Council finds that State law regulating Charter Amendment procedures inhibited citizen participation and debate in the amendment adoption process; and WHEREAS, the City has drafted certain State Statute amendments, which if adopted, will facilitate better citizen participation and involvement in Charter and Charter Amendment adoption issues; and WHEREAS, the present State Statute govern the relationship between a City's Comprehensive Plan and Charter provisions is unclear. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That the City of Ramsey request that the State Legislature adopt in its 1998 session the attached bill relating to City Home Rule Charters. $ That the Mayor and city Staff, as directed by the Mayor, undertake reasonable efforts to work with interested State Legislators and other interested groups and persons in an effc3t to have the attached bill enacted into law.
