She
highlighted some of the recommendations. For example, the Service Availability Charge under
building construct;~n is proposed to increase from $950 to $1,000. Cigarette sales under
business licenses would increase from $50 to $100. Reimbursements, such as mileage for
personal vehicles would receive the IRS allowable rate of .32/mile. The recycling rate is
proposed to increase from $3.05 to $4.00. Sewer rates, storm water management fees and water
rates are proposed to increase also. Ms. Hart noted that the changes recommended at this time
are in mandatory areas. It is anticipated that other charges will be reviewed and adjusted in
conjunction with the preparation of the capital improvement program in early 1998.

Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt Resolution
#97-12-345 adopting the 1998 Schedule of Rates, Fees and Charges.

Motion carried. If this is Council's wish again, staff will post such notice. However, Council should
designate a Councilmember to come into City Hall on the afternoon or evening of December 30,
1997, to review the bills so they can be paid prior to year-end.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beahen to cancel the
second meeting in December and direct staff to post such notice at City Hall and to designate
Councilmember Beyer to come into City Hall on December 30, 1997, to review all approved
bills for payment prior to year-end.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beahen, Beyer and
Zimmerman. Voting No: None.

City Council/December 9, 1997
