Councilmember Zimmerman mentioned bonding for funds. <br /> <br />Mayor Gamec mentioned TIF, MSA, etc. <br /> <br />Councilmember Haas Steffen suggested the City cannot afford to put everything into this project <br />and have nothing left for anything else. She mentioned using the TIF that comes out of River's <br />Bend. With regard to borrowing from MSA, she wasn't sure about that. We need more <br />information before we can talk about financing, however, she stated she has been assured the <br />City has the money to do this. <br /> <br />Mayor Gamec felt that if we have to "steal" from our other street projects, we cannot do this. <br /> <br />Councilmember Haas Steffen agreed that that would not make any sense at all. <br /> <br />Mayor Gamec thought that partial MSA funds could be used. He inquired when the City has to <br />communicate with the State. <br /> <br />Mr. Jankowski stated that the City could request the money transferred upon notification that we <br />have received the STP project funding. He could not imagine what would deny the City the $5 <br />million project. <br /> <br />Consensus of the Committee was that discussion with MnDOT regarding accesses must <br />continUe. <br /> <br />Councilmember Haas Steffen stated she does not want to commit to anything before Mr. Raudio <br />and Mr. Foster receive information from us. The only thing we have been able to do is move the <br />project up. <br /> <br />Councilmember Zimmerman commented that the right of access would be the only large <br />financial burden that we would receive. <br /> <br />Councilmember Haas Steffen felt that depended on what we find out about the west side of T.H. <br />#47. Amoco is another one that will cost us. We should not have to buy anything on the west <br />side. <br /> <br />Councilmember Haas Steffen reiterated that conversation needs to be held with Mr. Raudio and <br />Mr. Foster and also with Anoka County.
