Councilmember Haas Steffen noted that the Metropolitan Council and the Minnesota Department <br />of Transportation (MNDOT) need to coordinate their expectations of the City. The Met Council <br />expects the City to accommodate an additional 5,200 new homes, but MN-DOT doesn't seem <br />responsive to the transportation needs that will result from that growth. <br /> <br />Mr. Jankowski reported that a meeting to discuss these issues has been scheduled for 5:00 p.m. <br />on Tuesday, February 17, 1998. Councilmember Haas Steffen requested that County <br />Commissioner Dennis Berg be invited to the meeting, along with County Engineer Jon Olson. <br /> <br />Case #2: Update on Possible Signalization of Dysprosium/C.R. #116 Intersection <br /> <br />City Engineer Jankowski shared with the Committee a letter he had written at the Committee's <br />direction to Randy Bettinger of the Anoka County Highway Department in support of <br />signalization of the C.R. #I 16/Dysprosium-Thurston intersection. A recent study indicated that <br />the intersection is warranted for the installation of traffic signals having met two of the ten <br />applicable warrants. This intersection will be considered along with 21 other County locations <br />and only four or five will actually be selected for signalization in 1998. Intersections to be <br />signalized will be determined by the Anoka County Public Works Committee in February. <br /> <br />The City's share of the estimated $150,000 installation cost would be 37.5% or $56,250. Also, <br />the local municipality is responsible for the maintenance costs. Rarnsey and Anoka akeady share <br />a signal at the intersection of C.R. #116 and T.H. #47. Ramsey pays all the maintenance costs <br />for that signal. The Committee suggested that Anoka should pay the maintenance costs for a <br />signal at the C.R. #116/Dysprosium intersection when it is installed. <br /> <br />Case #3: Update on T.H. #47 Projects <br /> <br />Mr. Jankowski distributed a comparison of costs to rehabilitate T.H. #47 from t42nd Avenue to <br />t 53rd Avenue in a one-stage versus a two-stage project. He noted that final approval of the local <br />initiative awards has been delayed until early February. <br /> <br />Some Committee members were under the impression that some construction would take place <br />in 1998. Mr. Jankowski reminded the Committee that the property condemnation period takes <br />90 days from start to finish, and bid letting also takes time. Therefore, doing any construction in <br />1998, witl be difficult unless we proceed immediately. This would require proceeding with the <br />local initiative project prior to waiting for the formal announcement of the STP project in mid- <br />February. Proceeding in 1998 will add at least $300,000 to the project cost because of the way <br />each project's financing is set up. The STP projects pay 80% of the construction costs, but none <br />of the project overhead cost, including engineering. The Local Initiative Project has $32,000 in <br />State money for engineering. In addition, the two-stage project will increase $100,000 in cost <br />due to additional bidding, contract management and cutting and patching between projects. <br /> <br />City Attorney Goodrich presented estimates of the costs involved in acquiring fight of way along <br />T.H. #47, including buying 12 homes and relocating the homeowners.
