D. Update on Project Land Acquisition/Right-of-Way/Right-of-Access Costs <br /> <br />Attorney Goodrich and I had prepared separate, independent cost estimates of the land <br />acquisition/right-of-way/right-of-access costs. Although we had similar total costs, some <br />cost elements were not included in both estimates. In addition, the Road and Bridge <br />Committee felt the right-of-way cost should be estimated higher. Attached is a revised, <br />itemized, estimate for the Committee's review. <br /> <br />Ancillary City Projects Associated with STP Project <br /> <br />The Committee requested that the full picture of the STP project be outlined so that a <br />complete financing plan could be developed. The following is a description of ancillary <br />City projects that should or could take place at the same time as the STP project. Exhibit <br />E-1 shows the relative locations of these ancillary projects. A summary of these ancillary <br />project costs are presented in Table E-1. <br /> <br />1) Extension of Sunwood Drive <br /> <br />Background: The extension of Sunwood Drive fi.om Sunny Ponds to T.H.//47 <br />would complete a key element of the Sunwood Drive plan as being a major <br />east/west collector street. This section is included as a part of the T.H. //47 <br />Corridor Plan as it consolidates a goal of having signalized intersections at <br />roughly half-mile intervals. Although it would be possible to construct the T.H. <br />//47 project without this as a concurrent element with the STP project, it will serve <br />to allow T.H. #47 to function more efficiently and contribute to the signalization <br />warrants for 149th Avenue. There would also be a reduction in costs by <br />concurrent construction as it would eliminate future re-signalization and <br />intersection modification costs when the intersection would be reconstructed fi.om <br />three legs to four legs. <br /> <br />Improvements: The improvement would consist of an approximately 1,500 foot <br />MSA street section with concrete curb and gutter, and a similar length of sanitary <br />sewer and watermain. The project would also include storm sewer and <br />sedimentation basin for discharge into the adjacent wetland. <br /> <br />Cost: The major cost estimate for this project include construction costs, the <br />project overhead costs and land acquisition of just the amount of right-of-way <br />necessary fi.om the Katnis property to facilitate Sunwood Drive. Estimated total <br />project cost i~ $370,000. <br /> <br />2) Watermain Looping <br /> <br />Background: There are several critical elements of the watermain trunk <br />distribution system that should be undertaken in conjunction with the T.H.//47 <br />STP project. The major reasons for looping these waterrnain concurrent with the <br />project are primarily cost savings which include, elimination of restoration costs, <br /> <br /> <br />
