Jankowski, City Engineer <br /> <br />CASE <br /> <br />Background: <br /> <br />At tonight's meeting, public hearings will be held on Improvement Projects #98-01 through 98- <br />12, which will comprise the 1998 Annual Street Maintenance Program. A copy of the feasibility <br />study was originally presented at the February 10, 1998 Council meeting, and has been <br />transmitted to the Council under separate cover from tonight's agenda. The City performed its <br />first sealcoating work in 1981, and has had an annual program for addressing the preventative <br />maintenance needs of its bituminous streets since that time. A copy of the City's pavement <br />history and sealcoating program is illustrated in the attached table. <br /> <br />Through the 1990 program, it was the City's policy to assess the total cost of this program. <br />Beginning in 1991, the City changed policy, and now assesses 50 percent of the total project <br />cost. The City has a considerable investment in the nearly 132 miles of paved roadway for which <br />it is responsible. It is estimated that the replacement costs of the bituminous and road base <br />approaches $10 million. In order to preserve the investment in its bituminous pavements, the <br />City has a goal of applying a sealcoat to new pavements, including overlays after a five-year <br />period and to reseal an overlay as needed at seven-year succeeding intervals. <br /> <br />This year's program consists of twelve individual projects, covering 12.54 miles, which will <br />receive sealcoating preceded by crack filling of the cracks wider than 1/4 inch. In addition, 9.01 <br />miles of street in five projects, #98-08 through #98-12, will receive 1-1/2 inch bituminous <br />overlays. Projects have been aggregated by properties having similar lot sizes and pavement <br />conditions, usually by subdivision. Total project costs are then calculated for each project and <br />divided equally among the number of benefited properties. <br /> <br />Project #98-01 is somewhat unique in that it incorporates 29 indi:vidu~l subdivisions, all but two <br />of which have sewer and water. These subdivisions have many common characteristics <br />including similar lot areas and frontages. All are new pavement ranging from three to six years <br />old, and all have had developer escrows contributed toward the first sealcoating. For these <br />reasons, they have been aggregated into a single project. <br /> <br />Project #98-12 proposes a bituminous overlay project on 5.5 miles of Minnesota State Aid <br />(MSA) streets which include 167th Avenue from T.H. #47 to C.S.A.H. #5, 153rd Avenue from <br />C.S.A.H. #5 to Roanoke Street, and Variolite Street and 155th Avenue west of County Road #56. <br />The total project cost on these roadways is estimated to be $353,063 and is anticipated to be <br />funded through the City's MSA construction account which currently has a balance of $685,000. <br />Our past practice has been to assess properties fronting on MSA roads which have no other <br />frontage on local streets, an amount equal to the average assessment which other properties <br />receiving a similar benefit had been assessed in that year's program. This was done with <br />153rd/155th Avenue in the 1995 program and with 167th Avenue in the 1992 program. <br /> <br /> <br />
