HIN~A PART OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, ~NNESOTA. ~ <br />The City of Ramsey Ordains: <br /> <br />SECTION 1. <br /> <br />AUTHORITY. <br /> <br />This Ordinance is adopted pursuant to that authority granted to the City by MSA §462.355, <br />Subd. 4, entitled "Interim Ordinance." <br /> <br />SECTION 2. PREAMBLE AND PURPOSE. <br /> <br /> WHEREAS, the City Council finds that certain elements of its Comprehensive Plan <br />relating to residential development density and the impact of new residential development on <br />existing neighborhoods requires further study in order to implement appropriate performance <br />control standards; and <br /> <br /> WHEREAS, the City Council finds that additional planning studies need to be made <br />concerning the advisability of including within its Comprehensive Plan legally defensible <br />controls for regulating community appearance and design standards; and <br /> <br /> WHEREAS, the City Co_.uncil finds that the environmental component of the City's <br />Comprehensive Plan may require further study to determine the impact of residential <br />development density on the City's environmentally sensitive areas; and <br /> <br /> WHEREAS, the City Council finds that an interim ordinance placing a moratorium on <br />the rezoning, subdividing and platting of land within all areas of the City, except those <br />specifically excluded below, is necessary to study the above issues and in order to protect the <br />planning process and the health, safety and welfare of the citizens of Ramsey. <br /> <br />SECTION 3. <br /> <br />STUDIES. <br /> <br />The City Council hereby directs its City Staffto advise it as to the estimated expense and sources <br />of funding for the Comprehensive Plan amendment studies identified above and to report to the <br />City Council within 30 days its findings, at which time the City Council will order said <br />Comprehensive Plan studies. In addition, staff shall advise the City Council as to what other <br />development studies are appropriate in order to accomplish the purposes of this ordinance. The <br />· studies ordered pursuant to this ordinance shall make recommendations to the City Council for <br /> <br /> <br />
