I <br />I <br />I <br /> <br />#: / <br /> <br />· DISCUSS SENIOR HOUSING MARKET STUDY <br /> By: Jim Norman, City Administrator <br /> <br />Background: <br /> <br />At the February 24, 1998 City Council meeting, Steven Griesert of Community Partners <br />Research, Inc. presented his analysis of the market for senior rental housing in the Ramsey area. <br />Mr. Griesert's report included the conclusion that demand for senior rental housing in Ramsey <br />could fill 46 to 50 units. <br /> <br />When the City Council allocated 1997 CDBG funds earlier this year, $62,783 was earmarked for <br />a "Senior Housing Project." Council should discuss how they want to proceed, now that they've <br />received the market study. <br /> <br />The City currently assigns housing discussions through the Anoka County Housing and <br />Redevelopment Authority (HRA). Under the action plan the City developed to comply with the <br />Metropolitan Livable Communities Act, completed by the City in 1996, it is stated that the City's <br />Economic Development Authority (EDA) and the City's Economic Development Commission <br />(EDC), will explore housing options to bring about affordable housing. The action plan also <br />states that the EDA, Planning Commission, or City Council will provide for housing and service <br />needs of the elderly and disabled. Enclosed for your information is an excerpt from the <br />Metropolitan Livable Communities Action Plan, dated May 29, 1996, entitled Authority and <br />Delivery Mechanisms. <br /> <br />The Senior Housing Project could be resolved by the City Council with a formal request by the <br />County HRA to proceed with development of a plan for a 46 to 50 unit Senior Housing Project. <br />If the Council decides to refer the matter for further discussion, it could be discussed at an EDA <br />meeting or referred to the EDC. <br /> <br />Council Action: <br /> <br />Based off discussion. <br /> <br />Reviewed By: <br /> <br />City Administrator <br />Zoning Administrator <br /> <br />CC 03/10/98 <br /> <br />SrhHsng. doc <br /> <br /> <br />
