Mr. Martin suggested that, to address the moratorium it's a matter of hardship. <br /> <br />Councilmember Haas Steffen stated that the County purchased property from Mr. Martin - the <br />County has saved property for a bridge. It would be irresponsible for the City of Ramsey to <br />compromise that. If that means we have to buy property to make sure that's not compromised, <br />then we need to look at that. She added that she has a real problem going around the City's <br />planning and zoning process and to proceed without any information about saving fight-of-way <br />for the bridge. She also had a problem proceeding without hearing the opinion of Mr. <br />Hoisington who is working on the City's comprehensive plan. <br /> <br />Mr. Martin stated that he has given Messrs. Gruber, Moreau and Boushek the rights to his <br />property. As far as a bridge, he understood that the City of Dayton would not give the okay for it <br />anyway and he also thought that it was to be up by A1 Pearson's farm. <br /> <br />Councilmember Haas Steffen felt that anything the City could do for the bridge crossing, it was <br />obligated to do. <br /> <br />Mayor Gamec agreed and added that the bridge would actually benefit their (Diamonds) <br />business. <br /> <br />Discussion ensued and it was determined that staff could have some answers from Mr. <br />Hoisington and from Anoka County by the next Council meeting which would mean that Mr. <br />Martin and the buyers of his property would not have to wait for a long period of time. <br /> <br />City Attorney Goodrich stated that the public heating with regard to a liquor license could be <br />held on March I0, 1998, as planned, whether the project goes forward or not. <br /> <br />Gary Gruber presented a site plan showing that they had already planned for an interchange. He <br />added hr. would give right-of-way to the City of Ramsey to make his project happen. He asked <br />to be able to proceed with all facets of the project. <br /> <br />Mr. Goodrich cautioned Mr. Gruber that the City is not in any way granting approval at this time <br />and that he should not construe permission to proceed as an indication of approval. <br /> <br />Mr. Gruber stated he understood and is asking only for permission to proceed with the process. <br />He added that the thought for the other 29 acres is to put in a hockey arena. <br /> <br />Councilmember Haas Steffen questioned Mr. Gruber if he had talked with the County to which <br />Mr. Gruber stated he had talked with an assessor and a developer. <br /> <br />Councilmember Haas Steffen stated she does not want the County to say that the City of Ramsey <br />sold off the chance for a bridge, therefore, she wanted something in writing from the County. <br /> <br />City Council/February 24, 1998 <br /> Page 12 of 18 <br /> <br /> I <br />I <br />i <br />I' <br /> <br /> <br />
