PEMBLE, TRAFFIC ENGINEER <br /> DIRECT DIAL NUMBER (612) 862-4231 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br /> <br /> March 2, 1998 <br /> <br /> Sylvia Frolik <br /> City of Ramsey <br /> 15153 Nowthen Boulevard NW <br /> Ramsey, MN. 55303 <br /> <br /> RE: Preliminary Site Plan <br /> Diamond Sports Bar & Grill <br /> <br /> Dear Sylvia: <br /> We Have reviewed the Preliminary Site Plan for Diamond Sports Bar and Grill to be located south of US I0 <br /> between TraFrock Street NW and the right-of-way corridor reserved for a future bridge over the Mississippi River <br /> within the City of Ramsey, and I offer the following comments: <br /> <br /> It is anticipated that if a new Mississippi River crossing is constructed immediately west of this parcel, <br /> additional right-of-way will be required to construct the on/off ramps at US 10. Since there is not yet any <br /> concept plan for this proposed interchange, the exact right-of-way requirements cannot yet be determined. <br /> A standard diamond interchange requires approximately 1,000 feet along both intersecting routes, <br /> connected by an appropriate ARC (see attached rough sketch). This would appear to impact the SW and <br /> NW ball fields, as well as impacting approximately 1/3 of the parking area. If constructed, the proposed <br /> river crossing construction would involve the Minnesota Department of Transportation. Because of this, <br /> and since this parcel is immediately adjacent to US 10, this site plan must also be reviewed by Mn/DOT. <br /> Anoka County is interested in meeting with the City of Ramsey, Mn/DOT and the Developer of this site to <br /> help in determining the right-of-way requirements for this future interchange/River crossing. Since this <br /> parcel has access to Traprock Street NW, all accesses are to be made via this local roadway. <br /> <br /> If any work is to be completed within the County Right-of-Way, a permit is required and must be obtained <br /> prior to the commencement of any construction. Contact Roger Butler, Traffic Engineering Coordinator <br /> for this department, for further information regarding the permit process. <br /> <br /> Drainage plans for this site will require review as to how they may impact the future river crossing <br /> alignment. <br /> <br /> Thank you for the opportunity to comment.
