staff feels street closure (which is essentially what cul-de-sacing accomplishes) presents far more <br />serious impacts to the general public than other methods of traffic calming. Neighboring 149th <br />Lane residents have indicated they would like their street cuI-de-saced if 149th Avenue is cul-de~ <br />saced. Staff has very serious concerns regarding the impact to emergency service providers, <br />particularly the Fire Department response. Emergency vehicle response into a cul-de-sac is <br />severely limited due to the large turning radius of large fire apparatus and results in a significant <br />reduction in mobility. Also, it is significant to note that the property on the south side of 149th <br />Avenue is zoned for business, and cul-de-sacing 149th Avenue would require commercial traffic <br />to reach these businesses through residential streets if 149th Avenue were cul-de-saced at <br />Ramsey Boulevard. The cost of cuI-de-sacing 149th Avenue is speculative due to the lack of <br />specifics, but could range from $12,000 to $25,000.
