W.
Ramsey, MN 55303

Dear Ms. Waite Smith:

I am interested in serving on the Ramsey Planning Commission
and understand there are currently two vacancies. I have
been a resident of Ramsey since December 1994 and of Anoka
County since May of 1964.

My work experience has consisted of some 40 years in various
home office areas in the life insurance business and I am
currently Vice President and Senior Data Processing
Consultant of. LifeUSA Insurance Company located in St. Louis
Park, Minnesota. My education includes three years of
college undargraduate study and a fellowship in the Life
Office Management Association.

I have considerable municipal experience having served on the
Blaine City Council from January 1973 to January 1978. A
year after leaving the City Council, I was appointed to the
Blaine Planning and Zoning Commission. I served there for
two years, the second year as Chairman. During the time I
was associated with Blaine municipal government, we were
heavily involved in comprehensive planning and a period of
intense residential development. This gave me considerable
exposure to planning and zoning ordinances and principles as
well as experience in plat review and approval.

I have a keen interest in the future of my "new" community
and would like to apply my knowledge and talent to working
with the Planning Commission and City Council in the update
of the comprehensive plan and in addressing our current
planning, zoning and development dilemma. I firmly believe
in the process of determining these matters through elected
and appointed officials in public hearing forums as opposed
to planning and zoning "by charter". I would also bring to
the table an understanding of the proper functions of the
Council and the Planning Commission and the relationship
which must exist between them to properly serve the public

I
I
I
I
I
I
I
I
