J. Performs a wide range of tasks at the verbal or written direction of the City <br /> Administrator. <br /> <br />KNOWLEDGE, SKILLS AND ABILITIES: <br /> .o <br /> <br />Extensive knowledge of community development programs, processes and operations of a <br />community development department. <br /> <br />Ability to supervise multiple department functions to accomplish the department work program <br />on time and within budget. <br /> <br />Ability to think in a creative and strategic manner in order to develop alternative program <br />proposals designed to achieve results consistent with community goals. <br /> <br />Knowledge of urban land use planning principles and trends. <br /> <br />Thorough knowledge of how to develop, interpret and apply the City's comprehensive plan, <br />development regulations and code enforcement activities. <br /> <br />Familiarity with Community Development Block Grant program and other federal and state <br />housing programs. <br /> <br />Familiarity with writing and administration of development-related grants. <br /> <br />Current knowledge of economic development tools and strategies and public financing <br />techniques, including grants, loans, IDB's, and Tax Increment Financing and the ability to utilize <br />'~em to design effective financial assistance packages for new or expanding businesses. <br /> <br />Excellent negotiation skills. <br /> <br />Familiarity with geographic information systems and how to utilize them in the operation of a <br />community development program. <br /> <br />Ability to communicate effectively, orally and in writing, including making presentations to a <br />variety of audiences. <br /> <br />Ability to maintain effective working relationships with the City Administrator, other department <br />heads and staff members, elected officials, citizens, developers and representatives of outside <br />agencies and the media. <br /> <br />Ability to follow verbal and written instructions. <br /> <br />Ability to handle stressful situations and effectively deal with angry or difficult people. <br /> <br />Finance Officer <br />Page 4 of 5 <br /> <br /> <br />
