Voting No: None. 2) Peltzer Park Redevelopment Senior Accountant Lund stated that at the time Reg6ney Pond was being platted, Peltzer Park was determined suitable to fulfill the neighborhood playground recreation needs for Regency Pond. Now, 25 years later, the play equipment does not meet modem safety standards or current expectations for play value. Peltzer Park playground was mentioned in the park capital improvement program in summer 1996, when $35,000 was authorized for the park - to be spent in 1998. Staff and the Finance Committee is recommending proceeding with requests for proposals for playground equipment and that the old playground equipment be declared surplus property which can be sold with a waiver of liability. The money will be put back into the park fund in addition to the money already allocated for it. Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize staff to obtain quotes on Peltzer Park's playground and declare the existing play equipment at Peltzer Park surplus property. .; Motion carried. Voting No: None. 3) 1998 Capital Outlay Senior Accountant Lurid reported that the Finance Committee reviewed the 1998 capital outlay items that are now being requested to be purchased. Motion by Councilmember Beahen and seconded by Couneilmember Haas Steffen to authorize the purchase of the capital outlay items as described using financing provided for in the adopted 1998 General Fund Budget, with the caveat that the most flexible funds be protected. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen, Ha~s Steffen, Beyer, and Zimmerman. Voting No: None. 4) 1998 - 2003 Capital Improvement Program City Administrator Norman stated that this issue has been tabled and staff is working on changing the design of the program as per Council's direction. Case 17A: Introduce Ordinance Authorizing the Sale of City-Owned Property; AEC Energy Park Third Addition - Dennis Sharp City Attorney Goodrich presented an ordinance for Council introduction authorizing the sale of City-owned property. This pertains to the development agreement dated November 14, 1997, between the City of Ramsey and Sharp and Associates. Anoka Electric Cooperative has the title and they will be transferring it to the City so we can enter into this agreement. City Council/March 24, 1998 Page 16 of I8
