Project Path Report SP 0206-50 City of Ramsey TH 47 Reconstruction Report Purpose The Project Path Report (PPR) is used as an earIy scoping and impact assessment report in the Minnesota Department of Transportation's (Mn/DOT) Highway Project Development Process ¢tPDP). It contains a project description, funding information, an anticipated schedule and identifies the project manager. The PPK focuses on discussion of the need for the project, the alternatives being considered, impacts anticipated including potential or planned mitigation and agency involvement. It concludes by identifying the level or class of action from an:' environmental process standpoint. Since it is prepared relatively early in the process, it is subject to change as the project evolves. il. '5 Location and Project Description The location of the project is shown on Figure 1. The project is entirely within the City Of Ramsey and is approximately 300 meters (1,000 feet) north of the Rarnsey/Anoka city line. Tnmk Highway (TH) 47 is currentl7 a two-lane rural highway extending 15om TH 10 in the City of Anoka north through the central part of the state. The existing roadway segment proposed to be reconstructed as part of this project is between 142nd Avenue and 153rd Avenue and is 2,400 meters (I.5 miles) in length. The roadway is a two-lane bituminous paved highway, with variable width shoulders and has a left-mm lane for the northbound to westbound movement to Nowthen Boulevard (Anoka County State Aid Highway (CSAH) 5). The surrounding area is comprised of both developed' and undeveloped property. At the south end of the segment is a commercial area on the east side of the road and the balance of the existing land use to the west and north is residential in nature. In 1997, Anoka County reconstructed the intersection of CSAH 116 and TH 47 just south of 142ndAvenue. This project proposes the reconstruction of TH 47 from 142nd Avenue to 153rd Avenue. It is proposed to reconstruct this portion of TH 47 to a two-lane rural section with a raised median which will provide for turn lanes at the major intersections. Other improvements include traffic signals, a bituminous trail parallel to the roadway, and establishment of a park-and-fide facility. A preliminary layout and profile is being developed as needed for Mn/DOT staff (Level 2) approval. A reduced copy of the current draft layout is attached to this report. I I I I I I I I I !
