Need for Project Trunk Highway 47 is classified as an "A minor arterial-collector" by the Metropolitan Council Transportation Advisory Board's (TAB) Functional Classification System. It serves the northwest portion of Anoka County and extends northward outside of the metro area into Greater Minnesota. The segment proposed to be constructed under this project currently has a number of safety and operational deficiencies. This segment of roadway had an average of 18 accidents per year from 1994 through 1996.
