I I I I I I I '1 I I I I i I I I I I CASE # 5" 149TH AVENUE TRAFFIC CALMING (IMPROVEMENT PROJECT #98-I5) By: Steve Jankowski, City Engineer Background: At the April 14, 1998 Council meeting, discussion continued on what type of traffic calming might be appropriate for the segment of 149th Avenue between Uranirnite Street and Rarnsey Boulevard. ':. ~low is a list of observations. Speed humps are not the first choice of the neighborhood as a traffic calming solution. A cul-de-sac is the overwhelming choice of the neighborhood as a traffic calming solution. Residents appear agreeable to being assessed for a cul-de-sac. The location of the desired cul-de-sac is uncertain. The Council directed that a feasibility study be done for the installation of a cul-de-sac. Traffic generation fi:om the neighborhood (Ramsey Boulevard to Armstrong Boulevard) will continue to use 149th Avenue after C.IL #116 is extended if it is hot cul-de-saeed. C.R. # I 1 fi extension should elinffnate gilt-through traffic or/ginating and terminating west of Armstrong Boulevard. In addition, listed below are some staff concerns. At least three Councilmembers have expressed that they are not supportive ora cul-de-sac. · Street closure by cul-de-sacing will change neighborhood traffic patterns that have been in place for nearly twenty y..e,~ · A cul-de-sac on 149tl~buld delay emergency response, and would create operational problems for the large fire equipment. . Committee Action: The goal of this meeting is to provide direction on the desired traffic calming solution that both the neighborhood and Council can support. Enough detail needs to be provided such that a feasibility report can be prepared.
