Motion Carried. Voting Yes: Vice Chairperson Deemer, Commissioners LaDue, Jensen, and Terry.
Voting No: None. Absent: Chairperson Bawden and Commissioner Wivoda.

Vice Chairperson Deemer stated the intent is not to prohibit a sign on the building or a pylon sign
along the highway. He clarified that the Conditional Use Permit deals only with activities occurring
outside on the athletic fields and the indoor activities will be addressed via the liquor license.

Zoning Administrator Frollk requested clarification of condition 7 addressing lighting on the athletic
fields. Vice Chairperson Deemer requested the reference to "150 watts" be stricken.

City Engineer Jankowski asked if'the bulbs can be totally blocked from view outside of the property,
in accordance with City Code standards.

Zoning Administrator Frolik explained the need to expand the language to address the standard
commercial lighting of the parking lot and special lighting permitted for athletic fields.

Commissioners LaDue and Jensen suggested the exact wording of Anoka County's March 12th letter
be considered for ballfield lighting.

Mr. Grub~r requested the opportunity for his lighting engineer to meet with the City Engineer to
assure they meet the City's requirements. He stated he will agree with the recommendation of the
City Engineer following that meeting.

Motion by Commissioner Jensen, seconded by Commissioner LaDue, to amend the Conditional Use
Permit Ianguage of Condition 7 to insert the language being recommended by the Anoka County
Parks and Recreation Department as follows: "Musco Sports Cluster II with level 8 glare control, or
an equivalent."

Motion Carded. Voting Yes: Vice Chairperson Deemer, Commissioners Jensen, LaDue, and Terry.
Voting No: None. Absent: Chairperson Bawden and Commissioner Wivoda.

Zoning Administrator Frolik noted a concern has been expressed regarding whether the language of
Condition 10 is strong enough to assure cooperation to the fullest extent possible for a Mississippi
River bridge crossing that may be impacted by any activity on the subject property.

Discussion occurred that the City is not able to do more than what the condition states and this is
really an Anoka County issue.

Commissioner Terry reviewed the concerns as voiced by the residents tonight to assure each had been
adequately addressed. It was noted that the issues pertaining to landscaping will be addressed under
site plan review.

Planning Commission/March 12, 1998
