Case #4: Police Chief's Performance Appraisal and End of Probationary Period <br /> <br />Administrative Services Manager Waite Smith stated that when David Gustafson was appointed <br />Police Chief in April 1998, the Council established a one-year probationary period and asked that <br />performance reviews be scheduled at six and twelve months. The six-month review was <br />satisfactory and it is now time for the twelve-month review. She explained that staff distributed <br />to Councilmembers and Department Heads, a list of expectations established by the City Council <br />at the time of the initial appointment and at the six-month review. Also distributed was a blank <br />performance appraisal form which asked for feedback. The information received was <br />incorporated into one appraisal form and was distributed to Councilmembers. In addition, Chief <br />Gustafson has prepared a written report of his activities the past 12 months. Staff is <br />recommending that the Personnel Committee recommend that Council adopt the resolution <br />ending the probationary period and retaining Mr. Gustafson as Police Chief. <br /> <br />Mayor Garnet stated he is "very satisfied and happy" with the changes made in the Police <br />Department. The Department appears to be more professional. He stated he is happy to have <br />Mr. Gustafson as Police Chief. <br /> <br />Councilmember Beahen stated she agrees with Mayor Garnet. The Department has taken on a <br />"whole different sense and feel". Even the community has noticed a change in the way things <br />look. She added that she is "more than pleased". <br /> <br />Councilmember Zimmerman stated that Chief Gustafson is doing a "good job" and referenced <br />the capture of counterfeiters. <br /> <br />Councilmember Beyer stated that this has been a ''wonderful year". She added this is one of the <br />best tests for promoting from within - a great testament to staff. <br /> <br />City Administrator Norman stated that "in the short period I have been here, I can only echo <br />everyone's comments". <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend that City <br />Council adopt the resolution ending the one-year probationary period for Police Chief David <br />Gustafson. <br /> <br />Motion carried. Voting Yes: Mayor Gamec and Councilmember Beyer.
