CASE

RETAIN LAND ACQUISITION CONSULTANT FOR
T.H.//47 STP PROJECT
By: Steve Jankowski, City Engineer

Background:

On May 4, 1998, the City will be holding the first of two public hearings on the T.H. #47 project,
which extends from 142nd Avenue through 153rd. The City is the lead agency on the project
and is responsible for obtaining the necessary fight-of-way from the project. Attached is a listing
of properties from which land will be required to facilitate the project. The process for property
acquisition must be in strict compliance with Federal Uniform Relocation Assistance Act since
this is a federally funded project. It is essential to the success of the project that this sensitive
project element be carried out in a professional and expeditious manner, since construction is
desired for fall 1999.

I had sent out proposals to three firms who deal routinely with these matters. These firms
include: Evergreen Land Services Co., W.D..Schock Company, and the North Star Land
Service. Attached is a copy of the Request for Proposal.

I received one proposal from Evergreen Land Services Company, I have reviewed the proposal
and found it to be in conformance with the requirement enumerated in the Request for Proposals.
The estimated cost of the work is $28,800. The consultant will report back on the status of the
acquisition at points when 50% and 80% of this budget have been reached.

Recommendation:

It is staff's recommendation that the City enter into an agreement with Evergreen Land Services
to perform the land acquisition work necessary for the T.H. g47 project in an amount not to
exceed $28,800.

Council Action:

Motion to enter into an agreement with Evergreen Land Services Company to perform
professional service for property acquisition related to the T.H. #47 project in an amount not to
exceed $28,800.

Reviewed by:

City Engineer
City Administrator
City Attorney
Director of Public Works

CC: 04/28/98
jrnt/£and4 7.doc
