CASE # <br /> <br />REPORT FROM ROAD AND BRIDGE COMMITTEE <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />The Road and Bridge Committee conducted a special meeting on Wednesday, May 6, 1998. The <br />two items of discussion were the lead link closure of 158th Avenue in conjunction with the <br />Apple Ridge Development and also a change order for Improvement Project #98-13 -- casing <br />pipes for C.R. #116 crossing. Committee members Councilmembers Haas Steffen and <br />Zimmerman were at the meeting along with City Engineer Steve Jankowski, Director of Public <br />Works Dean Kapler and Public Works Supervisor Mede Mevissen. Residents present with <br />regard to the lead link fence were Peggy Purvis, Anita Hillebrecht Lamme, 5840 - 160th Lane <br />NW, Jim Graham, 5920 - 159th Lane NW, and Charlie Johnson, 6010 - 159th Lane NW. Two <br />other residents present did not address the Committee. <br /> <br />The Committee and residents received the recommendation that staff is not in favor of a lead link <br />fence for the following reasons: (1) It will greatly increase intra-neighborhood travel time and <br />distance between the adjacent subdivisions; (2) It will require a high degree maintenance, <br />forcing snowplow operators and emergency vehicle operators to leave their vehicle to open and <br />close; (3) It should be anticipated that non-authorized drive-through traffic will cause some <br />degree of barrier replacement; and (4) It may cost precious seconds in extreme emergency <br />situations. <br /> <br />Director of Public Works/Fire Chief Kapler elaborated on the maintenance issues and issues <br />related to emergency response time. A lengthy discussion ensued relating to the negative issues <br />of the lead link fence, however, the residents stated they still want some type of barrier installed. <br /> <br />The Road and Bridge Committee did not forward a recommendation to Council. Again, staff is <br />recommending against the barrier. <br /> <br />With regard to the change order for the casing pipes for Project #98-'13, the Road and Bridge <br />Committee recommended that Council authorize it for the following reasons: (1) It greatly <br />reduces the cost of excavating the roadway for repair; (2) It avoids patching of a major county <br />arterial roadway; (3) It eliminates inconvenience caused by traffic control associated with <br />detouring of the highway during repair; and (4) It greatly increases the safety of the workers by <br />making the repair outside of traffic. <br /> <br />The entire Road and Bridge agenda is included with this case for your information and review. <br /> <br />Council Action: <br /> <br />1) Lead Link Closure of 158th Avenue in conjunction with the Apple Ridge Development -- <br />based upon discussion. <br />-- and -- <br />2) Authorize Change Order #1 in the amount of $24,380 for existing and future casing pipes <br />with regard to C.R. #116 crossing. <br /> <br />Revh/wed by: <br />City Engineer <br />Director of Public Works <br />CC: 05/12/98 <br />jrat/RepRB.doc <br /> <br /> <br />
