traffic would need to make two 90 degree tums, plus travel at least an additional 450 feet
to avoid a single stop.

The discussion also indicated that Watch for Children signs should be a part of this
signage plan. Currently our City policy has been that such signs are ineffective and shall
not be placed for that reason. If this plan is recommended for implementation, the City
will be changing this currently unwritten, but long held policy. The Council should then
consider in the near future what criteria it would require for the placement of similar
signs.

Recommendation:

Staff respectfully recommends that the City Council not implement the attached traffic
calming plan, on the basis that it will be largely ineffective for speed control, particularly
in the sensitive areas of 149th Avenue between Uranimite and Ramsey Boulevard. It will
generate a considerable amount of inconvenience to the motoring public.

Council Action:

Motion to disagree with staff's conclusion and recommendations stating that the proposed
Traffic Calming Plan will provide a reasonable degree of relief and ordering the
installation of the Traffic Calming Plan.

Reviewed by:

City Engineer
City Administrator
Director of Public Works

CC: 05/26/98

j'mt/'l ¥gav.doc
