L,~ ..... i,i "..' .... <br />Mayor Gamec called the work session to order at 5:45 p.m. <br /> <br />COUNCIL BUSINESS: - <br /> <br />1) TIF Districts . <br /> <br />City Administrator Norman announced that Finance Officer Jessie Hart is ill, therefore, Senior <br />Account Diana Lund is present to answer fmance questions. Also present is Mark Winkelhake, <br />from Springsted, who has been working on the T~. Money was authorized to hire Springsted to <br />do a TIF report. <br /> <br />Mark Winkelhake, Springsted, stated the City is being asked to go back and track every dollar of <br />TIF ever gotten and ever spent. Finance. Officer Hart is gathering information. <br /> <br />Councilmember Zimmerman inquired if we can take money out of a TIF District for things like <br />the improvement of T.H.//47. .~ .. <br /> <br />Mr. Winkelhake stated that a number of rules apply. The older TIF Districts give you more <br />flexibility but the newer TIF dollars have to be spent within its project area. The monies that can <br />be spent outside the District are the ones that were established before 1990. He continued that in <br />tk.:-; review of the City's TIF Districts, they all appear to be healthy and should be no problem as <br />far as cash flow.
