We have lived here since 1978, and in the past 20
years have enjoyed the serenity and aesthetics that this Wild and Scenic River offers. We
realize that owning 400 feet of river frontage does not give us the right to dictate to others
how they may use the fiver corridor, and that we all share this wonderful resource. Over
the years we have provided shelter to stranded canoeists, helped snowmobilers whose
machines have broken down, and generally had no problems with those who enjoy the
recreational features of the river.

The river is extremely shallow in many places, and up until a few years ago, we rarely
observed boats travelling at speeds which create a wake. As the Cities of Ramsey and
Andover have gown, however, we have been seeing more and more boats attempting to
navigate the river at speeds sufficient to crate a wake.

The banks of the river in many places, including my own lot, are extremely semitive,
held in place by trees which eventually fall into the river, but are replaced by another
generation of riverbar~k trees. I believe that this situation has been stable for these twenty
years because the river has not been home to high~speed boating. I am deeply concerned
that if the present trend continues, we, along with numerous other residents, will find our
banks eroding.

There is absolutely no reason to travel the Rum River at other than trolling speed. I have
canoed the river fi:om St. Francis to Anoka, and there are literally no significant
