Norman <br /> <br />Background: <br /> <br />As Council is aware, the City of Ramsey was awarded a grant in 1996, from the <br />Minnesota Historical Society, in addition to the money from the land sale providing <br />funding for rehabilitation of the Old Town Hall. It was determined in April 1997, that <br />complete renovation of this structure and site would cost more than what had been <br />budgeted and the Council awarded only three phases of the proposed five-phase project. <br />The first three phases are yet to be completed and show a need for an additional <br />expenditure of $24,935. The current balance of the Old Town Hall fund shows $5,322 of <br />funds on hand leaving an estimated balance to complete the first three phases of the <br />project of $19,613. <br /> <br />During the Council work session held on June 2, 1998, the Council decided that, prior to <br />consideration of how to finance the remainder of the project, a determination should be <br />made to the location of the Old Town Hall. A formal determination of whether the <br />facility would remain in its current site or be moved to a yet-to-be determined site has yet <br />to be resolved. The options available to the City Council are allowing the facility to <br />remain on its original site and making the necessary site improvements or moving the <br />facility to a site which would complement its historical significance, and return the grant <br />funding to the Minnesota Historical Society. <br /> <br />Once a determination has been made as to the location of the Old Town Hall, staff would <br />develop budget options for Council consideration and research the uses allowed under the <br />Historical Society Grant funding. <br /> <br />Council Action: <br /> <br />Based upon discussion. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Acting Finance Officer <br /> <br />jmt/OIdTwnHI, doc <br /> <br /> <br />
