Norman, City Administrator

Background:

At the February 24, 1998, City Council meeting, Steve Griesert of Community Partners
Research, Inc. presented his analysis for the market of senior rental housing in the
Ramsey area. Mr. Griesert's report included the conclusion that demand for senior rental
housing in Ramsey could fill 46 to 50 units. During the Council meeting of March 10,
1998, a committee was appointed by the Mayor to study the potential of a senior housing
development project. During the Council meeting of March 24, 1998, the consulting firm
of Dunbar Development Corp. was retained to perform a senior housing development site
analysis for the City. The consultant has completed the site study and the senior housing
project committee has limited the site selection to two sites. Attached to this case are the
recommendations for the five sites with proposed layouts for the two finalist sites.

Recommendation:

The committee recommended that the senior housing project be developed on one of the
two preferred sites; the property formerly known as the Laws property and the property
located on the most westerly section of River's Bend Park.

Council Action:

Based upon discussion.

Reviewed by:

City Administrator
City Engineer
Zoning Administrator
Community Development Assistant

CC: 06/09/98

jmt/Srltous, doc
