In 1998, the costs associated with establishing a Volunteer Public Safety Aide program would
include:
$660 (Additional $110 per month for Corporal assigrnuent for six months)
300 (Advertising and promotional activities to recruit applicants)
140 (Background checks)
200 (Miscellaneous office supplies)
$1300 (Total for balance of I998)

In 1999, costs would include:
$12,000 (Uniforms)
1,320 (Corporal stipend)

600
30O
100
200
3.00Q
$17,520

(Worker's Compensation premiums)
(Advertising for next class of recruits)
(Background checks)
(Miscellaneous office supplies)
(Gas for staff cars)
(Total for 1999)

If the City Council approves the proposal a request for 1999 funding will be included in the 1999
budget request. A budget amendment would be needed to provide funding for 1998 costs. Staff
recommends that this funding request be included in the mid-year budget amendment that will be
before the City Council on June 23.

Staff is proposing that the program be established on a trial basis and be evaluated in June of
2000 to determine whether or not it should be be continued. This timing allows two cycles of
recruitment.

Committee Action:

1. Recommend that City Council authorize creation of a "Volunteer Public Safety Aide"
program, effective immediately, on a trial basis until June 2000, at which time the program will
be evaluated to determine its future.

2. Recommend that City Council authorize creation of a Corporal position that would be
responsible for establishing and maintaining the Volunteer Public Safety Aide unit, in addition to
regular patrol duties.

3. Recommend that City Council authorize as part of the mid-year budget amendment
presented on June 23, 1998, funding of $1,300 for the 1998 portion of the Volunteer Public
Safety Aide program. This amount includes a monthly stipend of $110 for the Corporal who is
responsible for the unit.

Reviewed By:

City Administrator
Police Chief
PC 6/09/98

Acting Finance Officer
Administrative Services Manager
