I <br />I <br />I <br />! <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE # <br /> <br />CONSIDERATION OF NO WAKE ORDINANCE ON RUM RIVER <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On June 9, 1998, the City Council conducted a public hearing regarding a proposed ordinance to <br />establish no wake zones on the Rum River. At that time, Council was apprised of the 4 areas on <br />the Rum River that Andover has suggested as likely areas for no wake zones (see Exhibit A). <br />Throughout the remainder of this case, references to these four areas will be 1, 2, 3, and 4, in <br />accordance with their designations on Exhibit A. Area 1 is at. the northerly end of Rum River <br />Central Park, Area 2 is at the southerly end of'Rum River Central Park, Area 3 is in the vicinity <br />of the Scout Camp, and Area 4 is located approximately from 153rd south to 151st Avenues. <br />After receiving a substantial amount of verbal and written comments regarding the no wake <br />proposal, the Council requested additional information from Staff and did not take action to <br />introduce an ordinance establishing no wake zones. However, they did express a desire to <br />eliminate Areas 1 and 2 from the no wake proposal, consider Area 3 after obtaining more <br />information, and establish Area 4 as no wake provided it is extended south to Ramsey's city <br />limits. <br /> <br />Observations: <br /> <br />The following is a list of Council queries and directiVes received on June 9 and Staffs findings <br />to date: <br /> <br />Is Andover receptive to eliminating Areas I, 2 and possibly 3 from the no wake proposal, and <br />extending Area 4 south to Ramsey's city limits? <br /> <br />I spoke with Jeff Johnson in the Andover Community Development Department and he <br />brought Ramsey's suggestions to their City Council for discffssion. The Andover City <br />Council response is that they are willing to eliminate Area 1; after more research on the' park <br />improvements proposed to take place at Rum River Central Park, they may or may not be <br />willing to eliminate Area 2; they want to retain Area 3; and they are willing to extend Area 4 <br />to the south. <br /> <br />Staff wants to note at this time that Andover's border with Ramsey only reaches as far south <br />as about 149th Avenue; from 149th to our south City limits, we share a common border with <br />the City of Anoka. Therefore, if we extend Area 4 south to our City limits, it will also <br />require a joint powers agreement with the City of Anoka. <br /> <br />· What are the river depths in the vicinity of the Scout Camp? <br /> <br />See Exhibit B. <br /> <br /> <br />
