The following items are enclosed for your information:

a)
b)
c)
d)

e)
f)

Site location map
Site Plan
Letters of support and opposition to the request
Draft Planning Commission public hearing and regular meeting minutes
dated June 2, 1998
Proposed findings of fact
Proposed conditional use permit

Notification:

In accordance with State Statute, Staff attempted to notify all property owners within 350 feet of
the subject property of the request and public hearing.

Observations:

The subject property is approximately 1 acre in size and is zoned R-1 Rural Residential. The
applicants have provided a site plan which indicates that the east and south yards are fenced in to
provide a secured exercise area for the dogs. The dogs are raised as indoor dogs and will sleep
indoors. However, in the event the applicants decide to build an outdoor kennel structure, the
permit has been drafted to require that it be at least 75 feet from any common property lines with
adjacent neighbors.

Similar requests have been granted in the past.

The Planning Commission conducted a public hearing on June 2nd. The Commission received
one letter in support and two letters in opposition of the Teetzel's request (see site location map
for resident locations). The Community Development Assistant informed the Planning
Commission that there are at least two other families in the area with more than 2 adult dogs that
have been directed to make application for conditional use permits. He also confirmed that there
seems to be a pattern in the neighborhood of dog owners letting their dogs run at large. In
response to a comment that passers-by provoke the Teetzel dogs to bark by kicking the fence,
Mr. Teetzel offered to add another fence line to the property that will keep the dogs further away
from the front yard (refer to site plan).
