FINANCIAL TRENDS AND CONDITIONS OF YOUR CITY

GENERAL FUND

The City's General Fund accounts for the financial activity of the basic services provided to the community.
The primary services included within this fund are the administration of the municipal operation, police and
fire protection, building inspection, streets and highway maintenance, parks, and recreation.

The following graph illustrates Ramsey's General Fund financial position over the past ten years. Fund
balance and cash balance are typically used as indicators of financial health or equity, while annual revenue
is often used to measure the size of the operation.

General Fund Financial Position

1000 -

i 1988 1989 1990 1991

I []

Years Ended December 31

Revenue
· Fund balance
Cash balance

The graph above illustrates the increase in revenue in recent years which reflects the population growth of
the City and the needed funding to provide basic services to its residents. Although fund balance has become
less of a percentage of revenue over recent years, the fund balance is at a healthy and very consistent level.

Fluctuations in cash balances are primarily due to changes in interfimd borrowings from year to year.
Excluding these borrowings, cash balances would be very similar to fund balance levels.

-6-
