Total General Fund revenues for 1997 were $4,042,433, an increase of $381,869 from the previous year and
$303,130 better than budget.

The state revenue received by the City of Ramsey has increased slightly in each of the past few years,
however, it is becoming less of a percentage of the total revenue. This is a common trend of Minnesota
cities, as the improved financial resources of the state have not been used to increase aid to cities. However,
this is an improvement from the cutbacks in state aid that had been expected prior to the improvement of the
State's financial condition. This trend does force a higher reliance on taxes and other sources to fund the
natural increases in cost over time. This also places a greater emphasis for other governmental funds to be
self supporting and enterprise funds to be profitable in order to absorb overhead costs or subsidize general
operations.
