Wayne L. Johnson & Associates, Inc.
Creating Commer¢ial Real Estate Solutions.for $O years

June 9, 1998

710 Dodge Avenue NV/
Elk River, MN 55330
(612) 241-4838
Fax (612) 241-4839

City of Ramsey
Attn: Sylvia Frolik
15153 Nowthen Boulevard
Ramsey, MN 55303

Re: PIN R27 32 25 22 0006

Dear Sylvia:

In connection with the 4.7 acres of land we own on Ramsey Boulevard, we are requesting that you
lif~ this parcel from the moratorium.

We have submitted an application to rezone this property to R-3 so that a townhouse project can be
built here. We are asking you to have the consultant review this to determine that this townhome use
is consistent with the revised Comprehensive Plan, and make our property an exception. Please note
the following:

As industrial property, we have been unable to compete with Tllq property being offered by
the City and AEC.
This property was specifically excluded from the original Interim Ordinance dated June 10,
1997 and extended to December 9, 1997 [See Sec. 5, Par. (1)].
The granting of the exception will not be detrimental to the public welfare or injurious to
other property in the area. In fact, we believe the residents to the east of our property would
prefer residential development rather than industrial on this parcel.
We think this exception will be harmonious and in accordance with the specific objectives of
the City's existing Comprehensive Plan and will not adversely affect the planning process for
adoption of the amendments to the revised Comprehensive Plan.

If my property is legally subject to the moratorium, the strict application of its provisions will deprive
me of the reasonable use of my land. This would impose an extreme hardship on me at a time that
is already difficult due to other factors.

Please let me know as soon as possible regarding this ~request.

Sincerely,

Wayne L. Johnson
President
