I I I I I I I I CASE # RECEIVE BIDS AND AWARD CONTRACTS FOR THE 1998 STREET MAINTENANCE PROGRAM By: Steve Jankowski, City Engineer Background: The 1998 Street Maintenance Program consists of seven crack fill and sealcoat projects covering 12.5 miles of City streets and five overlay projects covering 3.7 miles of residential streets and 4.0 miles of MSA streets. In addition, a separate schedule added a small street reconstruction project in Bums Township adjacent to the Rodeo Hills subdivision which will be receiving a bituminous overlay. The cost of this work will be paid directly by Bums Township. The 1998 Street Maintenance Program received a public hearing on March 10, 1998, and the Council approved plans and specifications and authorized advertisement for bids on May 12, 1998. Bids were opened on July 8, 1998, and are attached. The low bidders are as follows: Division A Division B Division C Division D Crack Sealing Sealcoating Overlay Bums Township Northland Sealing-Striping ASTECH Corp. W.B. Miller, Inc. W.B. Miller, Inc. Cloquet, MN St. Cloud, MN Elk River, MN Elk River, MN W.B. Miller, Inc. and ASTECH have previously performed work satisfactorily for the City in the past. Northland Sealing-Striping has not performed work for the City in the past and references are being contacted. Financing: Financing for Divisions A and B, which will be recommended for award will come from special assessments, and from the City's Public Improvement Revolving funds (PIR)which have been designated for these improvements. Recommendation: At this time, staff is recommending award to the low bidders of Division A (crack sealing) to Northland Sealing-Striping, contingent upon satisfactory references and Division B (sealcoating) to ASTECH Corp. in the bid amounts. Division C (Bituminous overlays) will be awarded at a later date since a portion of the contract is associated with state-aid work, which is awaiting MnDOT approval. This was anticipated for mid- August.
